Position Overview:

The Outside Plant Engineer is responsible for engineering design and planning assistance for expansion, redesign, or reinforcement of outside plant facilities, and for issuing complete work orders including distribution, cut sheets, and all necessary permits to the construction department. Utilizes working knowledge of copper, fiber, and coaxial communications systems. Creates draft sketches and notes from on-site field surveys which are used to prepare detailed final working plans and complete drawings for work orders, projects or estimates. Develops and maintains a filing system for copies of engineering drawings and related materials and records.

Outside Plant Engineer must prepare work orders to include engineering design, cost estimates, staking sheets, material requirements, distribution, and recommendations, locate requirements, subscriber data changes, and necessary permits or encroachments. Visit field locations to stake for new construction and for replacement and rearrangement of existing outside plant. This will include right-of-way permits, private party easements for work order construction and may include obtaining sites for new or relocated facilities. Secure understandable field notes for preparation of staking sheets. Ensures that construction progresses smoothly by determining that all necessary preliminary work is completed prior to the work order being released for construction. This will include right-of-way permits, private party utility easements, TXDOT encroachment permits, joint-use notification/requests, and coordination with owners or developers, including notification to applicable state, county, municipal, private or publicly owned power, communications, water, gas, or sewer authorities. Verifies cost and type of materials on invoices for all construction jobs. Assigns number to outside plant work orders and delivers completed staking sheets to construction when ready for construction. Maintains power company pole attachment and detachment counts. Keeps abreast of new technologies and techniques to be applied to design and build of outside plant facilities. Promotes a positive image of the company with customers, co-workers, contractors, management and others. Attends various meetings with management, departments, contractors, government agencies, vendors, and others to ensure company objectives area being met. Monitors work in progress and assist construction crews with engineering advices as needed. Prepares drawings and layouts for engineering, commercial, and office projects mapping software. Prepares detailed construction sheets, maps and other related specification sheets for use in the planning, construction and/or installation of telecommunications or CATV system equipment. Participates in intra-departmental planning and training. Makes job safety a primary objective in all duties.

Primary Responsibilities:

  • Plans and prepares drawings for construction of new, and removal or rearrangement of existing, overhead or underground lines, cables, and conduits to obtain optimum and economical utilization of communications facilities: Analyzes traffic loads, available and existing lines, and estimates or forecasts of projected traffic to determine new construction or rearrangements and removals required.
  • Selects routing of lines and equipment required for work projects.
  • Prepares detailed construction and installation drawings, estimates equipment, labor, and material costs.
  • Initiates work authorization request and submits request with substantiating drawings and documents to management for approval.
  • Orders materials and equipment required and directs work activities to ensure conformance with engineering specifications and work authorization.
  • Prepare and process all required permits to gain approval for projects
  • Work with construction crews to provide clarity on the design of projects

Reports to: Central Office Supervisor  

Position Summary: Installs, maintains and tests all types of central office facilities, toll and subscriber carrier systems, and associated equipment. Monitors quality of toll, extended area service (EAS), special circuits and other subscriber carrier facilities. Takes trouble reports and clears trouble.

Essential Job Functions:

  • Maintains digital central office equipment, remote units, carrier system equipment and other associates equipment. Assists in the installation, service and removal of central office facilities and equipment.
  • Repairs central office equipment by performing diagnostic tests to locate trouble and performing necessary repairs using mechanical and electrical power tools and equipment.
  • Ensures functionality of newly installed central office equipment by performing acceptance tests as appropriate.
  • Ensures quality service by monitoring quality of toll, extended area service (EAS), special circuits and other subscriber carrier facilities.
  • Provides customer service by receiving trouble reports and clearing trouble. Completes appropriate reports and records and forwards information to appropriate departments.
  • Verify electrical and optical connections (wide area and local).
  • Perform T-1 acceptance tests (based on observation of alarms and alarms cleared).
  • Troubleshooting and activation, testing and acceptance procedures of fiber, transports and muxes.
  • Perform simple/scripted diagnostics.
  • Provide good customer service.
  • May assist outside plant technicians with troubleshooting as needed.
  • Performs all other related duties as assigned by management.*

Education and Experience:

High school diploma or equivalent and specialized training in electronics required. One (1) to two (2) years of experience in central office/plant operations also required. One (1) to two (2) years of Field Technician experience preferred.

Position Summary: Monitors alarm systems and personal alert systems. Coordinates responses to customer service requests. Sets appointments with customers for installation and repairs. Assigns service orders and routes installer and repairer. Assists with credit card processing. May also enter service orders, accept payments and respond to customer complaints.
