Directly supervises or manages all engineering activities, including designing projects, staking lines to be built, and Rights-of-Way (ROW) acquisition in compliance with RUS specifications. Implements network expansion and modernization plans. Approves new installations and coordinates Special Assemblies required to address unique customer requirements. Reports to the Chief Operations Officer. 

Education and Experience 

Bachelor of Science in an Engineering Discipline plus 5 years of engineering or engineering and construction experience either in the Telephone or Power Industries is a requirement. Post-secondary education is attractive. Professional Engineer Certification (PE) highly attractive. PMP/PPM or A Six Sigma Black Belt is attractive. Prior supervisory experience is required. 

HCTC is in an aggressive “next stage” of network modernization emphasizing Fiber-to-the-Premise as well as CLEC expansion. The successful candidate must demonstrate significant experience and accomplishments in Construction and Engineering.

Outside Plant Technician (Ingram TX) 

Perform skilled technical duties relating to the installation and maintenance of telecommunications outside plant facilities and services. Install, maintain and service customer premise equipment (CPE). Perform maintenance and provisioning activities regarding access network electronics, rectifiers, batteries, and OSP electronics cabinets. 

ON-CALL ROTATION (providing afterhours and weekend support as needed and other support activities as required) 

Experience / Requirements / Education: 

High school diploma or equivalent plus five years of experience in Telephony or Networking Installation and Repair. 

A+ and Net+ certification highly attractive. Basic knowledge of electricity, fiber optic theory, telephone, xDSL and Network installation and maintenance required. Knowledge of industry related test equipment and locating equipment required. Ability to install and troubleshoot CPE devices related to telephone, broadband and internal networks. Ability to operate a computer and use various software programs. Must be a team player, personable, professional, using tact and diplomacy. Must possess excellent verbal and written skills with ability to represent Cooperative to its membership. Must be able to work in a fast-paced environment with demonstrated ability to multi-task. Must have a valid Class A Texas Commercial Driver’s License (or ability to acquire within six months from date of hire). Pole Climbing Certification required (or ability to attain within six months from date of hire).
